If it sticks to a magnet, it has been replated.

Assuming that you mean a regular zinc plated steel cent that has been reprocessed to look fresh again....
(not a steel cent plated with copper to trick people)

Sometimes they look sort of blue or there are some rust specks that look black in the fresh zinc. Also it often sort of pools in places and follows the typical ghosting near the date and makes it show up more. Sometimes they look too fresh. Most don't have that frosty luster of the regular ones and flow lines cartwheel is not really there.
I have seen some that look so nice it's a tough call until you look at them among some normal ones.

Hi Guys,Yes Ed,I am referring only to the 1943 steel issues as many have been "refurbished".Some are quite obvious and others are a bit tougher to tell. Bob : Aren't the steel 1943 steel cents magnetic already? I never checked them that way,so I'm not sure.I should have a magnet here somewhere to check. Thank you both for chiming in.Have a great day,Ken Very Happy

Yes Ken, I was thinking you meant re-plated in copper, not the reprocessed ones. The color is a little bluish and extremely shiny on the reprocessed ones. Original 1943 cents have a nice cartwheel luster to them, and if you hold them side by side with a reprocessed one, the difference is readily apparent.
