CLASS 1 - Rotated Hub Doubling

Die Notes

A very close CW class 1 spread can be seen on LIBER and the motto. Similar to 1DO-014, stronger in LIBERTY, yet weaker in the motto. An earlier die state may show the doubling more clearly.
